PeerGuardian 2 is a free program capable of blocking incoming and outgoing connections based on IP blocklists. PG uses very little CPU and system resources and it runs in the background blocking all connection attempt to and from banned hosts, it's cpu usage never goes over 1% and it can be a lifesaver at times.
